At the request of the government, the project supports three analytical studies needed to develop a strategy for managing stocks of precious wood. At the same time, the project will finance the implementation of an action plan for inventorying, marking and securing stocks seized by the Ministry of Environment and Forests. However, these efforts may be useless without the implementation of an effective system of law enforcement, which requires, inter alia, coastal patrol to deter traffickers. As a result, the Government has requested the Bank’s authorization to use the Additional Financing proceeds to finance the operation of a Ministry of Fisheries patrolling vessel. The Bank has accepted to provide support for procurement of radar satellite information and operating a boat to patrol the coast. Project implementation has been slower than expected, with only 30% of the Financing disbursed as per November 30, 2013. Despite a modest acceleration of implementation observed since the previous supervision mission carried out in April 2013, only 16% and 8% of funds in Components B (Local Community Support & Development) and C (Sustainable Financing mechanisms for Protected Areas and landscapes), respectively, have been disbursed so far. While the performance of Component A (Protected Area and Landscape management) as a whole is marginally better (with 51% disbursed), certain elements such as the reform of Madagascar National Parks (A.4) and conservation infrastructure (A.2) are experiencing significant delays. Apart from co-financing of the Foundation for the Protected Areas and Biodiversity (FAPBM), few activities envisaged by the Additional Financing as measures to increase the financial independence of the network of Protected Areas have been implemented and the parks risk facing the same financing gap at the end of the project as they did prior to project inception. In terms of the results indicators related to the Project Development Objectives (PDOs), performance varies from poor to excellent: 16% for the reduction of the level of threat in project-supported PAs; 102% for the surface of PA network with recurrent costs co-funded by endowments from IDA to FAPBM; and 43% for the number of households adjacent to the PAs that have benefited from park, natural resource and livelihood activities. Public Disclosure Copy Error in the “Goods” and “Consultants” expenditure categories and increased equipment needs. The original budget for “Goods” has proven to be underestimated in virtue of the higher-than-expected cost of certain equipment. In addition, equipment for NGOs and local communities had been accounted for, in the original financing agreement, under the category “Consultants”, rather than “Goods”. Finally, the decision taken during project implementation to recruit individual consultants to certify the implementation of activities of Madagascar National Parks (MNP) requires the purchase of additional equipment to allow the individual consultants’ work. The PDO remains achievable, and should not be revised. The mid-term review noted that the results framework should be revised. A number of indicators, while still valid under a restructured project, are formulated in a way that does not allow the project to monitor progress in real time, since many indicators are only measurable after project closure. To support the government in managing rosewood stockpiles: i) Component D will include the following additional activities: three studies on the legal status of rosewood stocks, inventory and disposal options; an action plan for the securing of stockpiles already seized by government; execution of the action plan for the securing of stockpiles already Public Disclosure Copy seized by government; organization of a process for the sale of stockpiles already seized by government; ii) Component A.1 will include the procurement of radar satellite information to support coast and forest surveillance activities; operating costs of coast surveillance operations. The consultant preparing the action plan for securing stockpiles was recruited in December and will submit a report at the end of January 2014. Procurement for the three feasibility studies has already been carried out, the firms have been selected and contracts will be signed imminently. b. To align activities to the changed emphasis across Project components, and redress the slow rate of physical realizations and disbursement: i) Reduced targets for the implementation of certain activities which have suffered severe delay due to an over-evaluation of MNP and the NGOs’ effective implementation capacity on the ground; ii) increase in conservation infrastructure (Component A.2) and ecotourism infrastructure (Component C.2) investments and establishment of a memorandum of understanding with the Fond d’Investissements pour le Développement (FID), which has already been signed; iii) reduction in the volume of community development activities, with a more realistic realization target, and engagement of specialized consultants for the coordination of such activities (Component B.2); iv)establishment of a technical task force, including representatives of the private sector, to provide support to MNP in the implementation of PPP activities; v) the MNP institutional reform will now be broadened to study the best way to effectively manage the MNP protected area network, and the study and implementation of the recommendations will be assigned to a technical Steering Committee, presided by a representative of the Ministry of Environment; vi) the project coordination unit (UCPE) has established a system to track effective implementation by the executing agencies, and is organizing bimonthly meetings with MNP and the NGOs to monitor execution and quickly address any outstanding issues; vii) the project has defined clear targets to be reached by the next implementation support mission, to assess whether activities are on track. c. To correct for the errors in expenditure categories in the original financing agreement and allowing for increased equipment needs, increase in the provision of “Goods” to support UCPE, MNP, NGOs and community organizations (Component A, B, C and D). d. To reformulate the results framework to reflect with more realism the project expected impacts and follow more accurately and in real time the work carried out by the Project. In addition, the World Bank and the execution agencies have agreed to consolidate all community support activities under the same Project component and hence recommended to consolidate activities in Component B.1(b) (Social evaluation for 19 mature protected areas) and in Component C.2(c) (Support to community ecotourism development) with those in Component B.2 (Community support and development).
