The Results section below presents indicator progress for the 2017 school year under the modified framework. Indicator data continues to show mixed results, as evidenced by an increase in the repetition rate (PDO Indicator 1) in rural areas and a decrease in enrollment rates (PDO Indicator 4). This behavior is likely caused by a rebound effect that often results from the types of interventions that have been undertaken in recent years, including the curricular consolidation sought under the Secundaria 2030 model and the associated consensus-building and implementation processes of launching the model. PDO Indicators 1 and 2, however, continue to improve and are on track to meet end of Project targets. As the 12/21/2018 Page 1 of 7 The World Bank Implementation Status & Results Report Argentina Second Rural Education Improvement Project - PROMER-II (P133195) Project enters its final year of implementation, Project actions will be strengthened to ensure that the objectives are met, and close attention will be paid to studying the evolution of indicators, especially compared to national trends and to urban areas, to better understand the achievements observed. Project activities also continue to progress, with in-service teacher and principal training activities carried out according to plan in 2018 and a pilot launching in 2019 to prioritize students with literacy deficiencies using the Derecho a Aprender a Leer y Escribir (DALE) program. Infrastructure works continue to make progress, with the bulk of the work carried out in the second half of 2018 and to be completed in calendar year 2019. Furthermore, important progress has been made in the registering, processing, and analysis of environmental information for infrastructure works in 17 provinces. The new activities included in the restructuring, including a Cognitive Behavioral Therapy (CBT) pilot in the Province of Buenos Aires, support to the Secretariat of Education Evaluation, and support to the implementation of the Secundaria 2030 model are on track to meet their objectives. 1. Evaluation activities with the Secretaría de Evaluación Educativa (SEE). To date, the SEE has carried out the following activities under the Project: (i) APRENDER; (ii) ENSEÑAR; (iii) self-evaluation of tertiary institutes; and (iv) logistics for PISA and ERCE (including the contracting of pedagogical, logistics, and information specialists). In addition, it has prepared a detailed evaluation plan for 2019. 2. CBT pilot in the Province of Buenos Aires (PBA). The pilot program, named En Sintonía, has advanced in the design of materials and will begin implementation in March 2019. The Program seek to: (i) help targeted students develop socioemotional skills; and (ii) level the mathematical skills of targeted students. 3. Secundaria 2030. The overall model and instruments for curricular management have been defined and the implementation of the model will begin in selected schools in 11 provinces in the coming school year, with each school having autonomy to define the institutional changes it will adopt from the model.
