The Program also includes an IPF Component, financed by $20 million grant from the Global Financing Facility (GFF), for catalytic investments that accelerate improvements in implementation capacity and strengthen intervention delivery systems thereby laying the foundation for long term sustainable reform. The IPF Component will also support the government’s learning agenda, including implementation course correction, impact evaluation as well as global knowledge exchange. Since the previous ISM in January 2019, the Government of Indonesia scaled up implementation of the StraNas Stunting to 160 stunting priority districts in 2019 across 34 provinces and will expand to an additional 100 districts in 2020 covering an estimated 3.9 million mothers and 10.6 million children under two years old. Setwapres secured commitments to stunting reduction from 188 Bupati and Vice Bupati and the field missions concluded that the MoUs created an enabling environment to implement the 8 Convergence Actions and strengthen multi-sectoral coordination between district departments. MoH issued the National Communication Strategy (Strakom) in February 2018, which provided an overview of BCC, outlines the roles and responsibilities among the stakeholders for BCC at the national and district levels and describes the priority audiences for BCC interventions. A critical next step for GoI is to ensure that districts locally adapt the national strategy to more effectively change behaviors to reduce stunting in each locality. MoSA delivered food assistance via BPNT to 72% of Rastra beneficiaries in the 100 stunting priority districts in 2018 and has reached approximately 86% of Rastra beneficiaries (or 12.6 million beneficiaries) in 160 stunting priority districts in 2019. MoEC and MoV have addressed regulatory and technical issues that posed a challenge to ensure stunting-trained ECED educators at the village level in 2019 in preparation for intensive implementation in 2020. To support the implementation of district convergence actions, MOHA-Bangda conducted regional workshops to train 160 priority districts (of which 114 have completed Convergence Action 4 / District Stunting Summits). Bangda has also published the results of 2019 annual performance assessments of district implementation of convergence actions on August 29, 2019 in Bangda’s website. MoF and MoV conducted the socialization of the Ministry of Finance Regulation of PMK 193/2018 to introduce the role of village on using the Village Funds and score card reporting for stunting prevention activities in village. MoV has trained 25,607 Human Development Workers (HDW) of the established 32,202 recruited HDWs (80%) in 159 priority districts in preparation to produce village convergence scorecards in 2020.
