The mission assessed the implementation progress of the Project to be satisfactory. Since the last ISR, legal covenants have all been met (with the exception of hiring the external auditor) and institutional arrangements have been for the most part completed (with the exception of the hiring of the MST). The Steering Committee had been established, met twice and endorsed the Project's Operational Manual. The first tranche of funds was disbursed to municipal sub-accounts and the government made a transfer of its commitment of US$ 1 million for the first year. The first year's annual Project Procurement Plan (PPP) was completed and was under implementation. Page 1 of 5 The World Bank Report No: ISR15917 Not withstanding those important steps, the mission noted delays in the procurement of contracts which translates into a slow delivery of services to communities that were targeted by the Project. By the time of the writing of this ISR, the Project had awarded around US$ 5 million worth of contracts and more than US$ 10 million worth of goods and works contracts were underway. The FM specialist had also been recruited and has been on the job since 1 July, 2014. Given the focus of the project on providing flexibility to Public Disclosure Copy municipalities to fund their emergency needs, the mission underlined the need to provide additional support to municipalities given the delays encountered with the hiring of the Municipal Support Team whose TORs were to provide technical support to municipalities in implementing their priority projects. As of the time of the writing of this ISR, proposals for the MST team were being reviewed for an award decision. A joint donor-Government Annual Review of the Project is currently scheduled for mid-October, 2014. Based on the latest PPP, it is expected that most of the goods and services financed through the first year municipal grants of US$ 20 million will be delivered during the last quarter of 2014. The timing of the first year's second tranche of municipal grants will depend on the rate of disbursements in the coming few months.
