Good progress has been observed in the implementation of the Rural Enterprise Finance Component. To date US$35.8 million or 99% of the total originally available funding have been disbursed by the Project Financial Institutions (PFIs) against 415 beneficiary sub-loan applications. Further, significant progress has been achieved under the Rural Training and Advisory Service Component, with 14,141 farmers trained on on-farm management over the period of February 25 – March 17, 2013 at 26 training centers. According to quick surveys carried after the workshops, the majority of farmers rated the training courses as being of “very good� and “good� quality. To date, a total of 50,848 farmers have been trained by the project (7,530 of participants were females). In addition, Environmental training materials were prepared and training conducted for the project PFIs and Beneficiaries. Positive developments have been noted in the implementation of Irrigation and drainage sub-components 2 (a), (b), and (c) water management activities, but a number of delays have been observed with respect to on-farm rehabilitation activities and demonstration plots. There is a continued good progress in the implementation of strengthening of the Water Consumer Associations (WCAs) sub-component. The legal framework has been finalized along with the procedures for management of WCAs, water scheduling, and accounting. In accordance with the farmer satisfaction survey of 2012, 66% of water consumers reported to be satisfied with the quality of WCA operations. The SDC and AIS staff have continued to provide guidance and training to strengthen and enhance WCA performance. The RRA is currently in the process of revising the Project Implementation Plan (PIP) and Rural Financing Guidelines covering AF and GEF Grant. These operational documents are the project effectiveness conditions. It is expected that both Agreements will be signed by June 17, 2013 and will become effective by September 2, 2013.
