The second phase of the MTR is expected to be concluded in October 2013. The April mission observed that project activities for component B (local community support and development) and C (sustainable financing mechanisms for protected areas) had suffered severe delays. In close collaboration with the Project Implementation Unit (UCPE), the mission identified a number of key actions to reverse this trend, including: (1) the rapid treatment of inconsistencies between results reported by executing agencies, certificators and UCPE; (2) the consolidation and design simplification of activities in support of local communities living around protected areas – to avoid duplication and unnecessary complexities; (3) the consolidation of ecotourism infrastructure activities – a key recommendation is for certain activities to be implemented by the Fonds d’Intervention pour le Développement; (4) the preparation by MNP of an action plan to establish ecotourism Public-Private Partnerships (PPPs) and a collaboration with the Pôles Intégrés de Croissance (PIC) project to take advantage of their expertise in this domain; and (5) the acceleration of work under the REDD+ sub-component. The first phase of the MTR assessed project implementation progress since effectiveness, and defined a list of actions to speed up disbursement. Based on the current project implementation status, the mission concluded that Madagascar National Parks' (MNP) institutional reform would not be completed before December 2014. MNP will therefore once again face a financing gap after EP3 AF closure, and continue to be strongly dependent on external aid. For this reason, discussions pointed towards a possible request for an exceptional 12-month project extension, allowing for the implementation of the recommendations that will emerge from the MNP reform study. This reform process would be led by the Government through a steering committee, which would also include representatives of the private sector and MNP’s main donors. Public Disclosure Copy The project's successful implementation requires strong government commitment towards the financial sustainability of Madagascar's protected area system, by ensuring, inter alia, the adoption of the ecotourism concession legal framework, speedy implementation of the buffer zones management transfers (Transfert de Gestion) and the implementation of the MNP reform. With respect to social safeguards, the mission noted delays, insufficient implementation of team recommendations, and gaps in the preparation of terms of reference. However, UCPE has recruited a technical assistant to monitor implementation and ensure timely disbursement of project activities related to this component, and such delays are now expected to be reduced. The execution of the Mikea Indigenous Peoples Development Plan (Plan de développement des populations autochtones, PDPA), and in particular the water access component, is prone to continuous delays and will also require close monitoring. The recruitment of a Senior Procurement Specialist is noted and the mission recommended that the new specialist puts in place a strategy for effective collaboration between UCPE and the project executing agencies. The mid-term review is expected to be completed by October, 2013. The second phase of the MTR will report on the evaluation of actual progress against the performance indicators set out by the Project Implementation Plan and the extent to which the Beneficiary is fulfilling its obligations under the agreement. The proposed timeline for MNP’s reform will also be reviewed by the Bank. Given the constraints and delays observed during the first phase of the MTR, the AF is expected to undergo a restructuring and reallocation to improve project implementation and disbursement. The Beneficiary is responsible for promptly taking the appropriate corrective measures recommended by the Review, in order to ensure the fulfillment of the Project's objectives before closure. The World Bank team will in turn: (a) Review corrective measures proposed by UCPE and identify the most suitable ones to be applied to the Project; (b) Review proposals relating to the budget reallocation, revision of performance indicators or legal obligations and will apply the most suitable modifications to the Project; (c) Review and approve an updated action plan for the Project, including the Procurement Plan and the schedule of disbursements.
