The credit was declared effective on June 29, 2017. One and a half years into implementation, the project advanced with the procurement of key activities and is considered on track to achieve its Development Objective. 4/11/2019 Page 1 of 8 The World Bank Implementation Status & Results Report BF-Transport Sector Modernization and Corridor Trade Facilitation Project (P156892) Overall, the project implementation has improved during the past three months with a disbursement increased from 9% in November 2018 to 12.7% as of March 25, 2019. The disbursement is so far complying with the revised projected disbursement. The status of the project implementation by component is presented in below. Component 1- Institutional strengthening and capacity building support for public and private sector participants in the transport sector. Most of the capacity building activities have been implemented. The main activities for the subcomponent " support to transport operators" are well advanced, with multiple training activities already executed (e.g. training in Morocco, Cote d’Ivoire and France for representatives of DGTTM, CBC, and CCI-BF). Similarly, the activities benefitting the Chamber of Commerce are under implementation, with the diving simulator in place and used since April 2018. Component 2 - Development of a heavy cargo truck renewal scheme. The component which holds 64 percent of the project's budget (of which all the counterpart funds), is on track as the study to create a sustainable mechanism to access financing for the truck fleet renewal and for the development of a manual for the renewal of the truck fleet is in the final stage of development, and the financing mechanism is expected to be operational during 2019. The potential sites for vehicles scrapping were identified and the environmental and social studies were completed and reviewed by the Bank. A framework convention with a financing guarantee structure is currently under preparation and is expected to be signed before June 2019. Two potential sites for vehicles scrapping have already been identified and environmental and social studies were carried out, validated by the National Bureau of Environmental Assessments and reviewed by IDA. The committee in charge of working on the implementation of the truck fleet renewal is active and has validated the concept for the mechanism of the scrappage scheme in November 2018. Component 3 - Support to customs modernization and trade facilitation on the Burkinabe section of the Corridor. Over the past months, an improvement has been noted for this component. The interconnexion has advanced well with the launching of the interconnexion at the border of Cote d'Ivoire in February 2019. The project has substantially contributed to this achievement through the expertise hired through UNCTAD and the training provided to customs as part of the capacity building activity. The activity to adapt the transit module SYDONIA WORLD with the specifications of PACIR has been conducted in July 2018 in Lomé (Togo). Customs IT staff have benefited from many trainings with their counterparts of Cote d'Ivoire, which allowed the finalization of the interconnexion between the two countries. Component 4 - Road safety on the Burkinabe section of the Corridor. Activities financed under this component have progressed well. All the TORs, as well as the training and sensitization campaign budget have been reviewed and authorized by the WB for implementation. Many trainings and sensitization campaigns have been undertaken; the equipment for road accident monitoring has been purchased and most of it installed and operational.
