The Social Inclusion Project (SIP) has been under implementation for about six and half years. The Project was approved by the Board on November 4, 2008, and declared effective on April 16, 2009. The Project start up activities proceeded very slowly, due to the change of the Implementing Agency soon after effectiveness, followed by a period of insufficient spending limits set for the Project by the Government in adherence to a tight fiscal stand in the wake of the global financial crisis of 2008/2009. The inadequate financing for the project activities culminated with a zero spending limit set for the SIP in its final year of implementation. The prolonged period of underfunding necessitated revisions to the project components, including partial cancellation, which became effective with the Project restructuring of November 2013. This was coupled with a 23-month extension of the closing date to allow for at least 12 months of SIP services’ provision. During the implementation period, the Project has sought to address the ECD infrastructure shortages and the need to strengthen the quality, scope and inclusiveness of the ECD services in Bulgaria by building new kindergartens and community centers as a platform for implementation of the main concept of the Project - combining the existing kindergarten early childhood education services with a set of cross-sectorial child care and social inclusion services (such as health and nutrition interventions, improving parenting skills, early intervention of child disabilities, remedial programs and cognitive stimulation for children from linguistic minority groups and from households living in deep poverty and deprivation, such as the Roma children). The main objective of the project is to promote social inclusion through increasing the school readiness of children below the age of 7, targeting low- income and marginalized families (including children with a disability and other special need). The achievement of these objectives is measured against four outcome indicators, all of which have been overachieved: (i) 80 percent of the vulnerable children that benefitted from the project had passed the school readiness test, against a baseline of 36 percent and an end line target of 40 percent. (ii) 3,196 (against an end line target of 3000) children aged 3-7 were enrolled in kindergartens and preschool groups because of the Project; (iii) 362 children with disabilities and other special needs (compared to 150 children as an end line target) enrolled in mainstream kindergartens and preschool groups through the Project; and (iv) 2,457 children benefitted from the “Early Intervention of Disabilities” service (against a target of 1500, all of this achieved despite the very short supply of qualified specialists on the labor market to fill in the positions required for this multi-disciplinary service). In addition to the overachievement of all of its outcome indicators, the following sample from the eight intermediate indicators point to the Project's contribution to strengthening the inclusiveness of the ECD services in Bulgaria - 24,500 vulnerable children aged 0-7 (against a target of 10,000) benefitted from the “Health Consultation” services delivered.
