Current Project Status Government did not advance with activities under components 1, 2, and 3, as these will be ended as part of the Project restructuring discussed above. Component 4: Although implementation is slow, the Labor Department (LD) has set up the One Stop Employment Center to provide labor intermediation; implemented two cohorts of the temporary employment program (TEP); and will launch the first cohort of the training program (TP) in May 2016. Temporary Employment Program: Based on the lessons learned from the implementation of cohorts 1 and 2 of TEP, the team agreed that some design features of the program could be revised to improve performance. In an attempt to facilitate the involvement of more Local Organizations (LOs) and beneficiaries, the MTR agreed to a) include a child care benefit to TEP beneficiaries, b) include ‘supervisor’ as a line item in the budget of the unit cost associated with TEP, c) reduce the minimum number of beneficiaries in a subproject from ten to five. It was agreed that all these changes would be incorporated in a new version of the Operations Manual which will be sent to the Bank for no objection by May 31, 2016. In addition, the Bank team suggested that further promotion of the program needs to be carried out to maximize the number of proposals received. The outreach can include workshops, training of LOs, and other promotional activities. In an effort to allow TEP projects that are responsive to community needs and would address the country's environmental and cultural priorities, the Bank team also agreed to trigger three new safeguards as part of the restructuring: natural habitats, physical cultural resources, and pesticides. Triggering these will allow projects aimed at reducing environmental degradation and improving cultural resources (particularly those that will fight the invasive African Snail and restore colonial-era buildings) to be eligible for TEP financing. To that end, the Labor Department Technical Unit (LDTU) will modify the Environmental Management Framework (EMF) and will send it to the Bank for No Objection (updating of the EMF will occur in parallel to the restructuring, as the restructuring will allow the triggering of the three safeguards). Once approved, both institutions will publicly disclose the EMF in accordance with World Bank policy. Once the restructuring has been completed, the Bank will organize a training session in Antigua to train the LDTU and LOs that, if presenting proposals in areas related to these new safeguards, will have to present specific environmental impact plans along with those proposals.
