Project execution is fully underway and the four contracts for road upgrading were signed in July 2011 with one foreign contractor who is executing the works through local subcontractors. Works started in late 2011 and progressed well through the winter of 2011-2012. Progress during the summer of 2012 was slower than expected but progress has subsequently picked up and the contracts are now substantially completed except for some remaining secondary works. The project has been restructured to replace the content of Component 2, taking out road tolling and including instead including an axle load monitoring and control system. The road Page 1 of 5 The World Bank Report No: ISR15494 tolling system is being implemented by the Government outside the scope of the project and became operational in July 2013. A consultant has now mobilized to design the axle load monitoring and control system and it is expected that procurement for the supply and installation of the equipment will start by the end of July 2014. Expediting this procurement process will be essential if this component is going to be finalized before the project closes on 30th November 2014.
