The project involves three components: 1. Strategic National Program Support, aiming to strengthen the national institutional and financial framework for climate resilience, by (a) providing institutional support to the national climate change program; and (b) strengthening climate information. 2. Support to Participatory Adaptation, through strengthening of the adaptive capacity of vulnerable rural communities in the Barotse sub-basin. 3. Pilot Participatory Adaptation, through the funding of actual participatory adaptation investments in the Barotse sub-basin, including (a) community adaptation sub- grants; (b) establishment and operation of an adaptation contingency fund; and (c) rehabilitation and strengthened management of traditional canals. The project was declared effective on September 12, 2013, following the satisfactory issuance of the Legal Opinion by the Government of Zambia on September 11, 2013. The Financing and Grant Agreements were signed between the Government of Zambia and IDA on June 14, 2013. All other effectiveness conditions – project signing, completed June 14, 2013; and (b) issuance of satisfactory operational manuals, completed September 6, 2013 – have also been met, and the project was launched Public Disclosure Copy September 3, 2013. The implementing agency - Zambia's National Climate Change Secretariat under the Ministry of Finance - is staffed at a minimal functional level and is operational. Recruitment of additional essential staff positions to the Secretariat and the PIU in the Barotse Sub-Basin in Mongu, Western Province, is currently in progress. It is envisaged that these recruitments will be be completed by December 2013 and the PIU in Mongu will be operational in January, 2014. A '100-day challenge' work plan has been developed to fast-track implementation on the ground in the Barotse sub-basin. This is expected to begin on December 1, 2013, and will include selection and launch of participatory adaptation sub-projects in selected districts and wards. Required safeguard instruments and other studies relevant to project implementation progress are proceeding according to the agreed timeline. These include the technical feasibility study and EIA for canal rehabilitation, and monitoring and evaluation including the baseline study for the participatory adaptation component. The inception reports for all these studies have been reviewed and comments provided.
