However, more efforts are required to accelerate the implementation. Thus far, it appears that the project may not be able to achieve the result indicators in full. To date, five chillers have been replaced. Disbursement of subsidies has been made to two chillers. Upon completion of commissioning and disposal of baseline chillers, subsidies of the three remaining units will be made. Additional seven sub-grant agreements (SGAs) have been signed for a total of 11 chiller replacements for this calendar year and they are in various stages of implementation. Thus far, a total of 9 sub-grants, against the target of 20, have been signed. An additional pipeline of 11 chiller replacement is being reviewed for their eligibility before SGAs can be signed with the chiller owners who have been advised of the impending closing date of the GEF TF and the need to complete the replacement before the end of December 2014. With this new pipeline, the maximum number of chillers that could be financed by the project is 24 chillers by end of CY2014. Additional 12 chillers were not included in the pipeline as replacement will complete after the closing date. Public Disclosure Copy Public awareness campaign carried out in CY13 contributed to increasing interest of chiller owners and the increasing number of chillers in the project pipeline. Public awareness activities will be stepped up in order to showcase the success of the completed chiller replacements and raise awareness on the benefits of energy efficient chillers. Therefore, it is critical to closely monitor ongoing chiller replacements to ensure timely completion of chiller replacement and payment of subsidies. According to the recent decision of the Multilateral Fund of the Montreal Protocol confirmed its interest to have DENR continue monitoring performance of chillers until 2017, DENR shows its strong interest to extend the GEF component for chiller replacement as this would enable the project to cover more chiller replacement.
