Over the past year, the consultant firm hired by MOEF has made good progress in developing the draft specification documents for Continuous Emissions Monitoring Standard (CEMS) instruments and the overall monitoring framework. These drafts have been successfully field Page 1 of 3 The World Bank Report No: ISR10877 tested at sample industry sites and consultations have been held with key stakeholders, including CEMS vendors. These drafts are to be reviewed by the Technical Committee established by the MOEF and finalized by August 2013. The Central and State Pollution Control Boards of the three participating states, namely, Gujarat, Maharashtra and Tamil Nadu have hosted 15 capacity building workshops in preparation for implementation phase activities. A draft market design document and baseline survey questionnaire has been completed and reviewed by peer reviewers, but the final parameters will be set following the baseline survey and installation of CEMS in pilot industries.
