Two contracts have been awarded to start implementation of integrated neighborhood housing reconstruction projects in two neighborhoods of Port au Prince. The project is currently being restructured to address the GoH request toaddress the need to accelerate the return of camps dwellers to Page 1 of 4 The World Bank Report No: ISR8349 neighborhood process to safer housing conditions after the hurricane ISAAC, and the decision to align the financial incentives packages applicable to all housing intervention projects in the Port-au-Prince metropolitan area. The restructuring will also reflect the need to increase the volume of financing for infrastructures versus houses reconstruction . Until recently, the Lack of a leading government agency with a clear mandate for housing, absence of policy decisions, , including a possible definition of housing standards and their Public Disclosure Copy applicability, lack of clear communication on incentive packages to be provided to beneficiaries to repair or reconstruct residential housing, have severely hampered implementation in many reconstruction projects. This contributed to create unreasonable expectations in the population and media, confusion with implementation agencies who had to define their own rules. The establishment of the "Unite de Construction des Logements et Bâtiments Publics" (UCLBP) with a clear mandate to guide policy decision in reconstruction is a important step towards addressing this issue. The newly created UCLBP is currently finalizing a new reconstruction strategy based on the updated Neighborhood Return and Housing Reconstruction Framework and taking a leading role in supervising and guiding housing and neighborhood reconstruction project.
