A wrap-up meeting, chaired by the Honorable Minister Souad Abdelrazig Seed, Federal Minister of General Education, took place on October 23rd, 2014. Page 1 of 7 The World Bank Report No: ISR16670 The mission found the overall progress of the project to be in good standing overall. The Project is rated as Satisfactory (S) on meeting the targets of the development objective and as Moderately Satisfactory (MS) on implementation progress. The project has three main components, each with several sub-components. Important progress has taken place on all aspects of the project since effectiveness in July 2013 but the mission also observed delays across several components. As the project progresses into its second year of implementation, it is expected that the pace will pick up significantly. Public Disclosure Copy Specific recommendations for each component and subcomponents were made during the mission and are recorded in the Aide Memoire, which will be finalized, with Government feedback, by November 5th, 2014. The implementation of key recommendations included in this Aide Memoire would warrant a Satisfactory (S) rating for Implementation Progress at the outset of the next implementation support mission, while the DO rating will be weighed along with the performance of the outcome indicators. So far, 10% of the GPE grant has been disbursed, and the project plans to disburse an additional US$ 10 million before the end of 2014. If this plan materializes, it would raise the disbursement rate to 36% of the GPE grant.
