The following major activities are worth highlighting: i) To date, 201,869 people have been issued national identity documents by means of the Project’s strategy. Indeed, 31,696 previously undocumented people have been issued identity documents, 20,797 cases have been resolved outside the project, and 149,376 people have been documented and verified as type-I or type-II poor by the Sistema Unico de Page 1 of 7 The World Bank Report No: ISR8754 Beneficiarios (SIUBEN). The construction of four new Oficialias (Central Electoral Board on-site branches) was launched in January 2013. They will improve ID issuance coverage in the Villa González, Gima Abajo, Restauración, and Sabana de la Mar. They are expected to be inaugurated by September 2013. ii) The SIUBEN Socioeconomic Study (census) was launched in August 2011 to collect socioeconomic data for 1.8 million households located in priority areas identified in the Public Disclosure Copy Dominican Republic Poverty Map, as well as other high-poverty-incidence locations (isolated poverty pockets). Its main purpose is to update household information to determine social benefits eligibility. The study was successfully completed in June 2012, reaching 2.1 million households and thus exceeding its original coverage goal by 19%. After a validation process, 1.7 million were included as actual records in the SIUBEN database. The SIUBEN is currently working on microdata validation for 4.5% of the database. Also, the ICV computing model (Quality of Life Index) will be revamped with support from the Bank. This will result in the launch of the SIUBEN II by June 2013, which will deliver the certified national database, a new ICV model, several socioeconomic reports based on the new data, and a proposal for the transition of social programs towards the use of the SIUBEN II’s eligibility standards. iii) In August 2012, the new administration announced a new poverty eradication program, Progresando con Solidaridad, that results from joining two pre-existing programs, Solidaridad and Progresando, which was managed by the First Lady. This program has three types of interventions: i) house visits; ii) conditional cash transfers; and iii) access to specific services. The Social Cabinet has signed agreements (convenios) with several agencies to date: Ministries of Education, Health, Agricuture, and Science and Technology; trining institute (INFOTEP); and ILO. iv) Solidaridad’s accountability initiative Reportes Comunitarios (Community Scorecards– CS) was extended to five provinces –including two major regions– in early 2012. CS aims to strengthen the performance accountability of CCT service quality (i.e., payments made on time) and the provision of the basic inputs necessary for the compliance with the newly defined CCT co-responsibilities. The last CS Report by June 2012 accounts for 850 Community Scorecards, participating 147 Solidaridad’s Family Nuclei (some 6,560 households), 79 health providers (UNAPs), 132 education providers (schools), and 188 food providers (colmados). Building on community feedback, each NFS organized joint providers/ beneficiaries workshops defining Action Plans to effectively improve critical service provision issues. CS will expand to further regions during the second half of 2013 and information on the CSs will be included in Progresando con Solidaridad’s Monitoring and Evaluation System. The impact evaluation of CSs is planned was initially planned for April 2013 but has not been started yet.
