Its specific objectives are to: (i) improve rural access in order to promote growth-supporting rural and agro-industrial business activities in cotton-growing areas; (ii) facilitate minibus traffic by creating a bus-only lane on Bamako's Boulevard du Peuple (People's Boulevard) and reconstructing a dedicated circular road in downtown Bamako, and (iii) strengthen the capacity of ministries and entities involved in the sector. The implementation of the remaining project activities has been negatively affected by the political events of end-March 2012; subsequent about seven month suspension of World Page 1 of 4 The World Bank Report No: ISR9142 Bank Group disbursements to Mali; and occupation by rebel forces of large parts of the country. With the lifting by the World Bank of the disbursement suspension, project activities have now re-started. This means that the implementation of the following activities: (a) periodic maintenance of about 704 km of rural roads; and (b) implementation of 1st phase of socio-economic activities can re-start on the ground, on a rolling basis, over the next six months. However, the rehabilitation of the Bandiagara - Douentza road and additional works on the already rehabilitated river jetties at Konna and Tenenkou remains on hold until the security situation improves.
