In terms of implementation, two of the project's main components, the Traffic Management and Parking Management Programs, have been completed: 200 traffic signalizations with 55 CCTV cameras at major intersections, 899 Paid and Display parking meters installed, and a fully functional Traffic Management Center. The traffic signals, cameras and parking meters are functioning well and maintained regularly, ensuring sustainability. The project has also financed the acquisition of 100 motorcycles, 200 radio communication units and 15 towing trucks for the Internal Security Force for better traffic Public Disclosure Copy enforcement. Under the Public Transport Studies component, the Ministry of Transport has completed its urban transport strategy for Beirut and is now considering other studies to finance with remaining funds under this component. Under the Corridor Improvement Program, seven grade separations have been constructed and are open to traffic. One was under construction (Jal El Dib) and was awaiting agreement between CDR and the local municipality over modifications to the design, and such an agreement occurred just recently (May 2014) through a decision of the Council of Ministers requesting some changes to the design and therefore paving the way to its completion. Two remaining grade separations (Dekwaneh and Gallerie Semaan) continue to have initiation of their works delayed because of delays in receiving expropriation funds from the Ministry of Finance to acquire the land for them. This transfer of expropriation funds is the main hold up affecting project implementation. At the request of the Client, the Bank has extended the project's closing date to December 31, 2015 in order to allow for the release of funds, completion of the expropriation process and construction of the last two grade separations. Given the delay, the project’s progress towards achievement of the PDO has been downgraded to Moderately Satisfactory while implementation progress has been downgraded to Moderately Unsatisfactory.
