Of the nine clusters of agreed action items identified in the last mission, all have been Page 1 of 7 The World Bank Report No: ISR16270 fully completed or are progressing satisfactorily. Project Management Units (PMUs) are now largely fully staffed through internal deputation, with agreements to fill gaps with outsourced specialists through external recruiting agencies. Of the nine key implementation partners for the watershed-related activities, eight have been contracted by the Watershed Development Department (WDD) and are undertaking initial work on new databases, remote sensing images and maps, soil profiles and hydrological information for selected sites. They will also be developing new tools for crop measurement and yield forecasting, hydrological monitoring, weather forecasting at local levels, borewell distribution Public Disclosure Copy and groundwater recharge, and irrigation planning. Innovative horticulture activities are slowly scaling up in the field. The ninth partner is about to sign a contract with WDD. The Department of Horticulture (DoH) has made reasonable progress with various field activities, for example demonstrations of annual and perennial crops, but at the same time, progress with establishing soil and leaf testing labs has fallen behind schedule. Overall, despite positive progress from the last mission, project disbursements are significantly below targets. A project restructuring to improve the pace of implementation and progress toward achieving the Project Development Object was discussed. The proposed restructuring would include minor adjustments to the number of watersheds in the project, and an additional four new districts to better Page 6 of 7 The World Bank Report No: ISR16270 converge with a new external program that is focused on farmer support and yield improvement. Three new activities are likely to be added to the watershed components that would enhance support to the Project Development Objective, including demonstrations of water harvesting and irrigation under poly-houses for high value crops; peri-urban watershed planning and management; and piloting 100% coverage of watershed treatments to show potential impacts from maximum investment.
