The Project has disbursed about 97% of the total US$40 million, which corresponds to the initial disbursement schedule. An Additional Financing for US$40 million is being prepared and should become effective in February 2014. Page 1 of 7 The World Bank Report No: ISR12469 Component 1: Improving effectiveness of the Programme for Advancement Through Health and Education (PATH). The number of registered PATH beneficiaries continues to increase, largely exceeding the initial target of 242,000 beneficiaries described in the Project Appraisal Document (PAD). As of June 2013, 388,187 have been registered (this number represents the (?) difference between natural attrition and new applicants). The PATH continues to be the country’s flagship social assistance program, and therefore the Public Disclosure Copy first priority of the GoJ. In fact, despite the deteriorating fiscal situation, adequate budgetary allocation has been made over the past several years. In addition, the GoJ used the program as a major instrument to mitigate the impacts of the tepid economic recovery by increasing cash grants by 15 percent for all benefit categories, except the elderly, who received a 67 percent increase, in August 2013. The PATH process and impact evaluation have been completed and decisions based on its recommendations have been taken. The recent declining trends for compliance remain a concern, particularly since in education it has declined at the primary level and there seems to be no impact on the differentiated payments for boys from the results of the impact evaluation, while health compliance, particularly for pregnant mothers and young children, remains low. Actions to address this include (i) using the BMIS data to better investigate what could be behind the decline in compliance; (ii) exploring the possibility of conducting qualitative analysis with families and different stakeholders to better understand what is happening; and (iii) introduction of a transport allowance and tertiary bursaries for the 2013/2014 academic year given that transportation cost has been indicated as a barrier to compliance. Efforts are also being made to address meeting key service standards; for instance, only 63% of new beneficiaries are receiving the first payment according to service standards. Efforts that will be taken to address this include hiring additional social workers under the Additional Financing of the Project, and making service standards more operational and using service standards at the Parish level as management tools by April 2014. The proposed graduation strategy is being prepared for Cabinet submission and implementation of the strategy is expected to begin by April, 2014. Component 2: Building capacity for the Steps-to-Work (StW) program. As of July 2013, a total of 8,848 persons were registered in StW. The GoJ continues to work towards strengthening the design and implementation capacity of the StW program and link it more effectively to the graduation agenda for PATH. A special summer camp intervention was undertaken aimed at reintegrating PATH students who have dropped out of school back into the formal school system; 432 secondary school drop outs were engaged in eight day camps, while 100 others were hosted at a residential camp. The summer camps concluded in August 2013. In addition, the STW continued to provide entrepreneurship grants to its clients. Since April 2013, 156 entrepreneurial grants were approved, totalling approximately J$11.3M. In response to a Government request to strengthen the Entrepreneurial Development Grants, during the October 2013 mission the Bank team reviewed the current system and found that the Grant program is well established with clear objectives and well defined procedures. Component 3: Improving public sector pension system administration and building capacity for reform. The White Paper was approved by Cabinet on October 23, 2013. The final reports for both the Process Reengineering and the Legal Analysis have been completed. The procurement process has commenced for the Earnings/Contribution database. The proposals from the short listed candidates were evaluated and the report containing the selected consultant submitted to the World Bank for no objection. An extension to the closing date of the Project has been provided to accommodate the time needed to fully accomplish the activity. Component 4: Development of a holistic social protection strategy. The Final Draft of the Social Protection Strategy document was submitted and accepted by the GoJ. Consultations with key stakeholders are on-going. The SP Strategy will be finalized and submitted to Cabinet by December 31, 2013. The National Social Protection Coalition and the implementation plan for the strategy will be put in place within 6 months of Cabinet approval.
