Specifically, the main development objective is two-pronged: (i) assess the existing M&E system used by the Roads Administration and prepare a strategy for its improvement, and (ii) assist in the implementation of the strategy through hands-on expert advice, with particular focus on project management. Proposed focal areas for project management include construction management, and project supervision related to fiduciary and governance aspects. The contract with the selected consultant, Egis BCEOM has been signed on March 15, 2010. This was agreed by LOA/FM and supported by the ECA IDF secretariat. Change of the Egis BCEOM team members including project leader resulted in delays in implementation of the contract. Final draft outputs under the consultancy contract have been received and reviewed by the Committee of Roads that are still to be incorporated in the final outputs. It is expected that the revised reports including report on the Road Asset Management System (RAMS) will be delivered by August 2012. 67% of the Grant has been disbursed so far.
