The first implementation support mission arrived in Monrovia on January 16, 2019 and the Government of Liberia signed the Global Infrastructure Facility Grant Agreement on the same day. Once this Grant is declared effective, the government will be able to access these funds for SECRAMP Transaction Advisor expenses. As the Financing Agreement amount depends on the PPP transaction negotiations, Negotiation of the Financing Agreement will be completed alongside negotiation of the PPP transaction documents, after award of the PPP contract. Procurement of the PPP is in process may the reach award stage in September of 2019. . The Government will be able to sign the PPP transaction documents and Indemnity Agreement (if required), IDA Financing Agreement, and seek to make the project financing package effective in late 2019, following site handover. 4/10/2019 Page 1 of 8 The World Bank Implementation Status & Results Report Southeastern Corridor Road Asset Management Project (P149279) Project implementation is currently focused on advancing the procurement process, meeting conditions of effectiveness of the Financing Agreement, and further support to the NRF. The key government pending actions are: (1) further operationalize the National Road Fund, implement the NRF-IIU-PFMU financial management arrangements, and sign the Implementation Agreement between the IIU and the PFMU; (2) complete further procurement steps leading to selection of the private partner and negotiation of the transaction documents, Indemnity Agreement, and Financing Agreement; and (3) carry out resettlement on the corridor right of way, a project condition of effectiveness for both the Financing Agreement and Transaction Documents. NRF operationalization and Implementation Agreement: The Implementation Agreement has not yet been prepared or reviewed by IDA. In addition, the NRF and PFMU will need to take concrete steps to enable operationalization of the project FM mechanism before the PPP agreement is signed. There is sufficient time to complete these pending actions without delaying the PPP transaction effectiveness. The government is struggling to transfer the fuel levy into the RF account. No fund transfer has been made since December 2018. Lack of regular fund transfer further increases the project risk. PPP Procurement: The Procurement is delayed by a month compared to targets established in 2018 and further delay of at least a few additional weeks is likely while the Bank continues a review of RFP documents. The World Bank has issued No Objection to the prequalification list for the PPP and is currently reviewing the Request for Proposals. Contract award may occur in September, 2019 or later. Resettlement along the project corridor has not yet reached compensation stage. Although the World Bank cleared the RAP previous to Board approval, the World Bank is now reviewing a revised RAP that takes into account the latest resettlement requirements. The current RAP anticipates final agreement on compensation in April 2019, commencement of entitlement delivery in April-May, and eventual site handover in October 2019. Handover in October 2019 at the end of the 2019 wet season would be in time for the contractor to begin to prepare for civil works. This RAP timeline remains achievable provided RAP implementation does not face significant new delays.
