Has the Project Development Objective been changed since Board Approval of the Project? The two PDO indicators and end-of-project targets are likely to be achieved by the end of the Project. As at February 2014, 36,044 ha of agricultural lands (including range lands), representing about 90% of the end-of-project target of 40,000 ha had been brought under sustainable land and water management through the adoption of appropriate technologies including reseeding of animal routes and rangelands with nutritious fodder trees and grasses, agroforestry, construction of small-scale irrigation facilities, trenches, Page 1 of 6 The World Bank Report No: ISR15483 terraces, contour furrows and soil bunds, use of improved planting materials, etc. Appreciable areas of degraded lands have successfully been rehabilitated; respectable areas of forests and rangelands have been protected, and a number of community forests and many hectares of live fences, fire lines and wind breaks have been established. Also about 400 meters of riverbank have been stabilized with different tree species to prevent erosion. In terms of sustainable agriculture promotion and adoption, a snapshot of productivity figures for selected crops within the project sites reveals a rising trend which is partly attributed to the adoption of improved seeds and small scale irrigation under the project. In 2013, the Public Disclosure Copy rise in average crop yields for sorghum and sesame within the Dinder sub-watershed over the individual baselines were 82% and 75%, respectively. The introduction of leguminous fodder trees, shrubs and nutritious grass into farming systems under the project has caught up well with participating farmers. In 2014, 26 villages (530 male and female farmers) within the Lower Atbara sub-watershed had received support in irrigated range farming and had cultivated about 150ha rangeland that resulted in more and more farmers being able to keep their animals away from open and free grazing. Significantly more farmers have adopted the cut-and-carry system. Furthermore, the adoption of fodder farming has resulted in improvement of soil fertility leading to increased forage productivity, increased farmers’ incomes as farmers sell their excess fodder. The Project reports of the doubling of cow milk yield from 3.5 liters/day to 6.0 liters/day. This example illustrates the multiple win effect of just one simple intervention of introducing fodder cropping. The project supported over 163 farmers in 10 villages farmers with animal production extension packages that included ration formulation, ticks disease control, calf feeding, herd management and bio-security measures. The Lake Nasser/Nubia Management Component/Project (LNNMP): This project was doing so well and delivering on all milestones until Egypt was engulfed in political upheavals which have negatively affected the smooth implementation of activities under the project. Notwithstanding the difficult circumstances under which the project operated during the last two to three years, few but some concrete activities were implemented successfully. The component has financed the completion of the procurement and installation of meteorological stations in the Egyptian side of the Lake. Procurement of the ADCP accessories (Echosounder, computers and waterproof laptops) and the Hypack Hysweep Dongle necessary for monitoring and predicting sedimentation in the Lake should be completed soon. In 2013, the Project carried out planned periodic scientific missions on the Lake, including also first time visits to two khors namely the Alaki and Kalabsha khors situated on the Egyptian side of the Lake. These visits consisted of hydrographic surveys in various sections of the Lake to measure water velocity, take samples for water quality determination, and to identify the emergence, preponderance and proliferation of aquatic weeds on the Lake itself. The Project has successfully installed a database at a number of key institutions for capturing, synthesis and dissemination of scientific data emerging from the scientific trips on the Lake. The data will be an important ingredient in the development of the management framework for the sustainable management of the LNN sub-basin. With the stepping up of implementation of project activities, including the ongoing development of institutional structures and capacity building to enhance the delivery of socioeconomic benefits to stakeholders, it is anticipated that the LNNMP can achieve the development objectives if the original closing date is extended for 12 months from December 31, 2014 to December 31, 2015. The Regional Capacity Building Component/Project (RCBP): Eastern Nile Technical Regional Office (ENTRO) has continued its efforts to lead and coordinate regional capacity building initiatives among the three riparian countries. This has not always been easy because of the discontinuation and freeze of regional activities at the instance of Egypt. In the mist of this impasse, ENTRO has continued to implement capacity building activities that could be delivered at country level, but have basin-wide benefits. Thus, ENTRO has organized series of important in-country trainings on a number of relevant topics and many external exchange visits to China's Loess Plateau, India, Tanzania, Rwanda and Ethiopia for participants from the three eastern Nile countries to provide opportunities for staff to improve skills in participatory watershed management, upgrade technological know-how, exchange and share lessons and experiences in best-fit land and water management technologies and practices. The project has continued to make progress on the establishment of a system for basin-wide sediment and water quality monitoring and completed the preparation of a guideline for harmonization of standards, methods of data collection and quality control. Given that the co-financing agreement for the Government of Finland grant contribution was signed one year after the GEF grant was made available to the Government of Sudan, implementation of activities under the Sudan Community Watershed Management Component/Project started a year later. Logically, the closing date should be extended by one year to compensate for the loss of time. Also, there is a key deliverable under the Lake Nasser/Nubia Management Component/Project, i.e., the preparation of a framework for the management of the Lake Nasser/Nubia sub-basin (spanning Egypt and Sudan) that is yet to be completed. An extension of the original closing date of the project from 31-Dec-2014 to 31-Dec-2015 would allow a satisfactory attainment of the PDO/GEO and other key outputs.
