Overall, the likelihood of achieving the Project Development Objectives (PDO) is reasonably high but considering the current implementation delays might not be possible within the previously envisaged time schedule. 2. The institutional strengthening and road safety components have made encouraging progress since the last mission. The Government of Kerala has prepared a draft strategic road network program which provides a blue print for exploring options for improving the financial, budgetary, engineering and institutional structures that will underpin road sector modernization in Kerala. Also, selection of the road safety management consultant has been completed. The consultant will assist in developing a framework for the safety demonstration corridors and the road safety challenge fund. Page 1 of 5 The World Bank Report No: ISR15425 3. Preparations for the 82.4km Punalur-Ponkunnam road to be procured as a PPP contract are progressing well with the mobilization of transaction adviser expected by mid October 2014 and bidding process initiated by February 2015. 4. The main challenge for the project is the implementation progress of the road upgrading activities. Although seven of the nine contracts have now been awarded, the progress of contracts 1,2, 3 and 5 is much slower than anticipated. The extremely slow progress on Contract 3 (Thalassery-Valavupara road) is of particular concern and a pre-termination notice Public Disclosure Copy has now been issued for this contract. Delayed contractor mobilization, contractor’s cash flow problems and delays with utility relocation have attributed to slow progress. The utility relocation situation has improved over the last two months and expected to further improve with the new framework contracting arrangement. The Government of Kerala has provided assurances that no effort will be spared in addressing the implementation challenges in the road upgrading activities.
