The project will build on the experience of the closing RESP and scale it upto a larger area. This will be achieved through the provision of financial and capacity building support to farmers and agribusinesses in seven regions and improved irrigation service delivery through rehabilitation of I&D infrastructure and strengthening of WUAsin seven districts within these seven regions. Good progress has been observed in the implementation of all project components. The implementation of the original Rural Enterprise Financing Component (REFC) component is considered completed. Disbursements under the credit line sub-component have reached an aggregate of US$35.8 million equivalent in 415 sub-loans. The sub-borrowers have co-invested US$15.9 million equivalent of own funds bringing the total amount of investments in the agricultural sector under the project to US$51.7 million. The training of the existing Participating Financial Institutions (PFIs) has been completed, exceeding the original targets with over 540 PFI staff trained under the project in various credit line subjects and receiving good feedback, The Rural Training and Advisory Service (RTAS) component has made very good progress last six months: (i) training courses held in 29 different locations on crop and livestock production, integrated plant protection, land reclamation, reduced usage of irrigation water and modern information and communication technologies; (ii) trained a total of 10,584 people, of which 1,656 (15.65%) were women; (iii) conducted a total of 203 days of training; (iv) achieved a very high level of satisfaction from attendees on the usefulness of the training provided; (v) continued to liaise with the OSCE, the Swiss Development Corporation, the Rural Enterprise Finance Component and the Ferghana Valley Water Resource Management Project regarding their respective training activities. To date, a total of 61,000 farmers have been trained by the project (9,115 of participants were females, thus women have represented nearly 15% of trainees). The trainings topics included a session on the prevention of child and forced labor. The irrigation and drainage component implementation is also progressing well and inter-farm engineering designs for selected proposals packaged under 20 contracts has been completed. Significant progress has been made for on-farm systems rehabilitation design activities since the last review mission. Currently investments are considered for system improvement in command areas of 21 project area WCAs. The activities financed under SDC parallel financing is under implementation as per the agreed actions and approved work plan.
