This would be achieved by: (i) reducing the extreme flood peaks through storage in a dry polder on the Odra River just upstream o f Raciborz town, enabling a reduction o f the flood peak downstream o f the reservoir and allowing bettercontrol o f the operation o f t he river system; and (ii)by increasing the flood carrying capacity o f t he Odra River channels through and around Wroclaw. The Project would protect more than 2.5 million people against flooding in several towns such as Raciborz, Kedzierzyn, Kozle, Krapkowice, Opole, Brzeg, Olawa and Wroclaw, and settlements in the three voivodships o f Slaslue, Opolskie and Dolnoslaslue. The measures that were taken by the Steering Committee late 2011- mid 2012 Page 1 of 4 The World Bank Report No: ISR11077 have proved effective to streamline the implementation and contract procurement. All Action points agreed at the October 2, 2012 mission wrap-up meeting, including changes in the leadership of PIUs and the Ministry of Environment, and restructuring and termination of poorly performing TAs, have been implemented. Out of the 12 “large contracts� (11 works contracts and 1 IT contract) 10 are now in implementation, including the largest contract, i.e. for the Racibórz Dry polder contract with a bid Public Disclosure Copy value of €224 million. This implies that almost 90% of the project funds has been disbursed or is now committed. The on-going physical activities are now extending over 70 km of waterways inside and near Wrocław, spread over 41 work sites covering 39 Tasks. To this tally, the Racibórz and the Widawa works will have to be added as soon as these commence later in 2013. Resettlement, acquisition of land, and the construction of the new town Nove Nieboczowy are progressing properly and timely. Completion of works: The first contract (Contract B1-1), that was launched in 2012, is on course to be completed in December 2013, in accordance with the revised work plan. With the possible exception of the B2-3.2 contract, and the exception of the A1-1 (Racibórz), and the B3-1 and B3-2 contracts (Widawa Channel), all other contracts (i.e., B1-2, B1-3, B1-11, B2-2.1, B2-3.1, B2-4.2, and C2-6) are on track to be completed by November 2014, the original Project Completion Date. The B2-3.2 Contract is receiving special attention; the A1-1 and the B3 Contracts had a long gestation period but their preparation is on track in accordance with the agreed revised time lines. Disbursement keeps picking up significantly: Per June 5, 2013, about 35% of IBRD funds has been disbursed (against 18.7% per October 15, 2012) and CEB disbursed € 37m under its loan of €205m, i.e. 18%. Of the EU Cohesion funds about €12million have been disbursed (per March 31, 2013). A number of critical procurement and implementation steps need to be monitored closely, notably the contract implementation for Contract B2-3.2; the recruitment of the Supervising Engineer for the A1- Racibórz contract; and the procurement of works for the newtown Nove Nieboczowy. The PCU should upgrade its Contract monitoring table into a more robust tool that monitors whether the Contracts are being implemented according to the critical milestones and to allow to take early action in case of problems. 2. The Bank will closely monitor whether the long multi-level procedures to approve invoices and effectuate payments, is being streamlined, in order to avoid late payments and the ensuing reputational risk and payments of damage interests.
