(1) Quality of public education in Pernambuco has improved as evidenced by the increase in standardized test scores for grade 5 students in math and Portuguese. The Secretariat Page 1 of 7 The World Bank Report No: ISR12563 of Education (SEE) disseminated the results of the standardized test carried in November 2012 for grades 2,4 and 8 in all the state and municipals schools. Parents, school principals, teachers and administrators can access results on the SEE’s web site. Results and analysis of test scores were used by the SEE to design new in-service training with a view to improve teaching. Public Disclosure Copy (2) Efficiency of public education in Pernambuco has deteriorated as evidenced by the slight increase in repetition rates in primary and lower secondary education. Nonetheless, the SEE has continued its efforts during the year to improve the performance of the public education system. For instance, literacy tutors and teachers in primary education as well as education coordinators from the SEE were trained at the beginning of the school year 2013. The SEE distributed instructional materials (textbooks, registries and consumables) to schools to support literacy programs for children in schools grades 1-2. The SEE organized regular visits of schools to ensure that protocols were being followed. Overage students in low and high FE and in secondary education were enrolled in tutoring and mentoring programs developed by the state using: (i) Se Liga and Accelera programs developed by the Ayrton Senna Foundation and (ii) Travessia program developed by the Roberto Marinho Foundation. The SEE with support from the Foundations trained teachers and provided instructional materials. 11,337 overage illiterate students in low FE are currently enrolled in the Se Liga illiteracy correction program; 5,638 overage students in low Fundamental Education are enrolled in the learning acceleration program Accelera; 7,000 overage students in high Fundamental Education are enrolled in the learning acceleration program Accelera; and, 17,000 overage students in secondary education are enrolled in the learning acceleration program Travessia. (3) Equity of public education in Pernambuco has improved as evidenced by the increase in the number of schools that satisfactorily meet the basic standards. 62 state schools were rehabilitated in 2013 using the new set of basic standards. (4) Efficiency in the use of the Government of Pernambuco public sector resources in the education sector has improved as evidenced by a better allocation of the Secretariat of Education personnel delivering education services in schools. For component 2 on Public Sector Management Interventions The Government of Pernambuco completed several initiatives to improve the efficiency in the use of public resources, such as: (i) the Governor's Office has been using the education sector strategic plan (named Pact for Education) and its indicators to measure progress for the education sector. Monitoring of the plan and indicators is conducted on a six-month basis; (ii) the development of the electronic financial management system: E-FISCO was completed and implemented in several state secretaries; and (iii) the development of the electronic procurement system was completed and implemented in several state secretaries. There are no quantifiable evidences in economic terms of the greater efficiency achieved.
