The project will also support the establishment of a small data center at the INPHB Data Science Institute, serving the needs of the students. D. Environmental and Social Overview D.1. Project location(s) and salient characteristics relevant to the ES assessment [geographic, environmental, social] The project will focus mainly on training of Scientists in Data management in response to the fast growing demand in both public and private sectors. The objective is to train experts in data science (big data / new approaches of data analytics such as machine learning and data mining). The main components of the project are the development of training materials, the training of trainers, and the provision of ad-hoc training in advanced data science topics. The project will also support the establishment of a small data center at the INPHB Data Science Institute, serving the needs of the students. D. 2. Borrower’s Institutional Capacity The main entity that will be implementing this project is the Institut National Polytechnique Houphouet Boigny (INP- HB) in Yamoussoukro. The borrower has an acceptable legal and regulatory environmental and social framework. II. SUMMARY OF ENVIRONMENTAL AND SOCIAL (ES) RISKS AND IMPACTS A. Environmental and Social Risk Classification (ESRC) Low Environmental Risk Rating Low Public Disclosure The project will be limited to developing training materials and running various training in data management. No civil works are contemplated considering the objectives and size of the project. Social Risk Rating Low The project will help to acquire the service of experts in data science to develop the best possible INP-HB-branded training materials. It would involved on client capacity enhancement on data collection and management. These training materials would include reference manuals and reproducible analytics (all to be shared as open materials, accessible to other training centers). It will therefore not involved any activities that leads to land acquisition or civil works. B. Environment and Social Standards (ESSs) that Apply to the Activities Being Considered B.1. General Assessment ESS1 Assessment and Management of Environmental and Social Risks and Impacts Overview of the relevance of the Standard for the Project: The project will be limited to developing training materials and running various training in data management. The expected environmental and social impacts of the project will be generally positive. The Project will not finance civil engineering works that usually can induce risks and/or negative environmental and social impacts. Environmental risks are expected to be minor, and their mitigation will be guided by national and local laws and procedures. A Labor Management Procedure will be prepared, to address Labor issues. ESS10 Stakeholder Engagement and Information Disclosure Several iterative meetings and exchanges took place between the Administration of INP-HB and the other stakeholders of the Project namely the Students and the Staff of the Institute of Data Sciences, the World Bank, the National School of Statistics and applied economics (Abidjan, Ivory Coast), Ecole Polytechnique de Paris (France) and Orange Côte d'Ivoire. A Stakeholder Engagement Plan (SEP) has been prepared with the participation of the stakeholders involved in the preparation of the project. It will be disclosed as part of the project preparation and will be finalized during project implementation. This plan addresses strategies of communication and stakeholders consultation and information disclosure on management of environmental and social risks identified by stakeholders and it will be updated as and when necessary. A grievance mechanism for labor disputes and to handle general complaints related to the project investments has been prepared and included in the SEP. B.2. Specific Risks and Impacts Public Disclosure A brief description of the potential environmental and social risks and impacts relevant to the Project. ESS2 Labor and Working Conditions This standard is applicable both to employees of the PIU and to civil servants’ workers that will be receiving salaries under the project. The PIU, at a minimum, will include direct workers, who will need to meet requirements for: terms and conditions of employment, nondiscrimination and equal opportunity, worker’s organizations, where applicable under national law, and occupational health and safety (OHS) measures. Civil servants working in connection with the project full-time or part-time will remain subject to the terms and conditions of their existing public sector employment or agreement, unless there has been an effective legal transfer of their employment or engagement in the project. The civil servants receiving salaries under the project will also have to adhere to provisions regarding: child labor (a child under the minimum age (14 or higher, depending on national laws) will not be employed or engaged in connection with the project); and forced labor (a prohibition against any kind of involuntary or compulsory labor, such as indentured labor, bonded labor, or similar labor-contracting arrangements; also, no trafficked persons will be employed in connection with the project). The project includes a condition of effectiveness for Labor Management Procedures for both the PIU staff and for Civil servants’ workers receiving salaries. The project will also include a grievance mechanism for labor disputes.
