As a program that directly supports this peace process, the strategic importance of the MTF continues to strengthen. The program was established to help prepare the Bangsamoro Development Agency (BDA), the development arm of the MILF, for a role in a post- peace agreement scenario. That scenario is now drawing closer. The major achievement of the program in the last six months is the completion of the Bangsamoro Development Page 1 of 11 The World Bank Report No: ISR16960 Plan, which was launched at the MILF Camp Darapanan on November 2 and then publicly presented at the Philippine Development Forum in Davao City on November 5-6. The project has provided significant technical and financial assistance to the BDA for the Plan. The process has been a major capacity-building exercise for the BDA in planning and the realities of government budgeting systems. The Plan is also an important confidence-building measure, as it has been built on partnership between the MILF and the government. It also reflects a commitment of the MILF to inclusive development. In the meantime the community development programming continues, with seventeen new subprojects completed Public Disclosure Copy since the last mission, lifting the total number to 296 subprojects serving over 430,000 people. While the quality of implementation is mostly solid, the pace needs to improve. Implementation of new activities on community enterprise development has started in one pilot site. The project will need to strengthen market linkages to ensure sustainability. The World Bank approved an additional $6.6 million in funding for the project in July, providing sufficient funds to cover all activities at least until the end of 2015.
