In particular, the project will support (i) the incorporation of environmental considerations in the policies of the sectors that result in a high cost of environmental degradation (e.g., health, transport, and water); (ii) the implementation of policy measures for integrated water resource management; (iii) the optimization of urban development policy instruments to improve urban quality of life; and (iv) the strengthening of the planning, monitoring, and oversight of national, regional and local environmental management and policies. By supporting these objectives, the project is expected to help alleviate the effects of environmental degradation on the most vulnerable segments of the population, particularly children who are typically the most affected by this degradation, through improvements in public health and quality of life. These improvements will be supported through reductions in air and water pollution, as well as through improved hygiene and urban environmental management. The main counterparts are the Ministry of Environment and Sustainable Development (MADS), created after the division of the Ministry of Environment, Housing and Territorial Development (MAVDT) in 2011; the National Planning Department (DNP); and the Institute of Environmental and Meteorological Studies (IDEAM), affiliated with MADS. Overall, the project implementation has been proceeding well. As attested by the key counterparts and other stakeholders in Colombia, the project been instrumental in ensuring the availability of targeted funding for the reforms and policy measures identified as priority by the analytical work that has underpinned the project preparation (the Colombia Country Environmental Analysis) and that were subsequently supported by the DPL. Over the last two years, the project has helped (i) achieve measurable air quality improvements in Bogota and other cities by contributing to the passage of the Fuel Quality Law, that mandated the use of higher diesel quality in cities, and by strengthening the accompanying regulations and air quality monitoring systems, (ii) strengthen the water resources management policy framework by supporting the design of the National Water Resources Policy and the accompanying regulations on water quality, (iii) improve the ability of the regional environmental agencies (CARs and AAUs) to use hydrological modeling to guide decision making and systematize hydrological monitoring information, (iv) strengthen hygiene practices by supporting a handwashing campaign, a teacher training program (with 444 participants in 18 training events from June 2008 through June 2010), and the building of alliances with the private sector to enhance hygiene education, and (v) enhance the capacity of the regional environmental authorities to monitor and report environmental indicators in a systematic manner. The additional financing to the Sustainable Development Investment Project for US$ 10 Million is a continuation of the earlier efforts supported by the project to strengthen the environmental management and institutions in Colombia. The additional financing provides technical assistance and investment needed to scale up the project’s impact by providing further support to the following three components: (i) Environmental Health, (ii) Integrated Water Resources Management, and (iii) Planning and Oversight of Environmental Management. The additional financing loan became effective in August 2012. The $750,000 grant by the Spanish Fund for Latin America and the Caribbean, linked with this project, has supported a successful training program to strengthen the information systems, transparency and data reporting by the local environmental authorities as part of the Government's overall "Government-On-Line Program" and a series of technical studies to improve air quality standard-setting.
