Activities are advancing well under component 3 (adaptive public sector approaches), in line with the Government’s Public Sector Transformation Program. Component 4, focused on modernizing the Accountant General’s Department, is set to meet the first Disbursement Linked Indicator target this year. Progress on component 1 (public investment management) has experienced set-backs with respect to ICT upgrade decisions and the lack of utilization of the Pre-Investment and Evaluation Fund, but a workshop that was held to define evaluation criteria for the information system (PIMIS) and hiring of additional staff should help to move things forward. Under component 2 (strengthening the budget preparation process and results based budgeting) progress has slowed with little progress on the rationalization of budget programs beyond the initial pilots in eight MDAs. Finally, under component 5 (fostering industrial growth and trade facilitation), while there has been a public announcement of the establishment of the National Compliance and Regulatory Authority (NCRA) and its physical and operational separation, the legal separation is still pending. This presents a risk to the authority to carry out many of their inspection duties and functions.). The current number of MDAs that prepare their budgets according to the updated program definitions is 8 out of 54. Based on the lessons learned from the pilots, the Government will determine the approach to be used for Medium Term Results Based Budgeting (MTRBB) rollout across all MDAs, and the necessary Terms of Reference to support the next phase of the rollout. The aim is to continue rationalization of programs in MDAs once the budget for FY 2018/19 is submitted. To reach the 90% end target, the Government will need to take a “big bang” approach to the roll-out of MTRBB across all MDAs for the FY19/20 budget.
