The implementation progress was substantially improved , as both agencies took immediate steps to finalize contracting that was pending due to insufficient funding. The Ministry of Finance requested the World Bank to extend the Additional Financing loan and to restructure the project's results framework to: (i) address delays that occurred as a result of insufficient funding over the period of 16 months; and (ii) better capture the impact of additional financing on digitalization process by adding a new indicator. The Government also requested Bank's support for implementation of the new Law on Cadastre which Public Disclosure Copy requires the Agency for Real Estate Cadastre (AREC) to conduct a registration of rights on infrastructure. The Project had achieved its PDO targets under the original loan, and it has already achieved the increased PDO targets under the Additional Financing, except the one related to customer satisfaction.
