SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The World Bank VIETNAM: Haiphong Urban Transport Project (P111548) The investments remain consistent with both country and city development priorities for improving urban accessibility and strengthening planning and management capacity for transport infrastructure and delivery of public services. As of November 30, 2016, the Project has committed about 99% of the Credit amount and disbursed around 50% of the same. The last ISR ratings are MS for both DO and IP (on account of the fact that the Project would not be able to reach its PDO within the remaining current time frame). Under Component A (Urban Main Road Development), all contractors for the construction of the new Bac Son - Nam Hai urban arterial road were mobilized. One of the bridges (Niem 1) has been completed and open to traffic since October 17, 2016. Under Component B (Public Transport Improvement), the pilot corridor improvements have been completed and put into operation since October 17, 2016. Under Component C (Capacity-building), a framework for a Public Transport Authority (PTA) including an operating manual for the management of bus services have been developed, but the PTA is yet to be established. The project’s original development objectives remain relevant and achievable, however not by the current Credit Closing Date of December 31, 2016. The City People's Committee submitted on June 20, 2016 a request for Credit extension for 20 months to the Bank and Government of Vietnam. State Bank of Vietnam submitted on December 28, 2016 a formal request for Credit extension until August 31, 2018. The PDO achievement has been assessed by the City and the WB team as highly likely if the Closing Date is extended by 20 months. The city is giving the highest priority to successful completion of the project: specifically, it is providing adequate counterpart funds for compensation to the project affected households, and closely monitoring project resettlement activities in order to complete all site clearances by the end of February 2017. The Bank team is working closely with the counterparts and providing timely support to the project implementation. III.
