The mission gathered evidence that the PDO remains achievable and for some key PDO indicators, the targets are close to being reached (cocoa and coffee yields, number of beneficiaries, number of partnerships funded and likely to be sustained), even if further discussion on measurement method and attribution should take place. Project achievements on the partnership model has seen an evolving process of capacity building, that needs to be documented. Implementation of the component on Productive Partnership remains very promising. Both PMUs have demonstrated good capacity in adapting management processes to ensure faster and more efficient implementation, including by increasing lead partners’ staff and providing intensive training, centralizing procurement for different types of goods and services, and monitoring partnership disbursement more closely. Various approaches are envisaged by coffee and cocoa lead partners to ensure farmers’ sustainable access to support services and markets, which largely focus on the promotion of farming as a business and the development of small business ventures (cooperatives, group marketing and certification, nurseries, central fermentaries/eco-pulpers, commercial agronomists, service providers extending services for a fee, etc.). Implementation of Component 3 (Rehabilitation of feeder roads) is now satisfactory in the cocoa sector but should be accelerated in the coffee sector, in order to better link farmers to markets and access services and inputs.
