Project implementation continues to experience delays largely due to: (i) delays in key operational and procurement processes (namely the authoring of terms of reference (TORs) and selection of the consultants); (ii) the absence/availability of reliable and validated data needed to design and test the robust targeting tool (which is now nearly completed); (iii) Page 1 of 5 The World Bank Report No: ISR12433 changes in project coordination and limited technical capacity of the Support for Educational Empowerment and Development (SEED) Unit particularly on safety nets; and (iv) and a lack of inter-sectoral coordination needed for the success of the SEED Programme. To respond to the capacity challenges, the World Bank, in November 2014 hosted a workshop on social safety net programs and the tools used for managing these types of Public Disclosure Copy programs for developing and strengthening the capacity individuals directly and indirectly implementing the SEED Program including the Ministries of Social Development, Education, Health and Finance. Component 1: Two disbursements (not linked to the disbursement linked indicators, DLIs) have been made since the last ISR. These disbursements are supporting the cash transfers under the Programme. Disbursements linked to indicators that were supposed to have been met in 2012 and in 2013 have yet to be met. The DLIs from 2012 will likely be met at the end of May 2014. Component 2: A number of consultancies continue to be financed under Component 2 including for the completion of Phase II of the Management Information System (MIS) and the design and application of the Grenada Living Conditions Index (GLCI). These consultancies are in their final stages.
