The project has mobilized the consultants to carry out the detail design survey and cost estimates for the four farm roads identified. Rehabilitation of Kago irrigation scheme (6 km) has been completed, providing irrigation to 6 ha of land and benefiting 10 households in Wangdue Phodang Dzongkhag, works related to other schemes are at various stages. Seven cardamom propagation houses and one citrus propagation house are constructed. When operating at full capacity the cardamom propagation house will be able to produce over 252,000 seedlings while the citrus propagation house would produce over 60,000 seedlings. Additionally, 15 community infrastructure subprojects have been identified for support. In particular, remarkable progress was made by the project in terms of initiating the preparatory works related to: the construction and rehabilitation of farm roads and irrigation canals, selecting the sub projects to commence the small grants interventions, constructing the citrus and cardamom facilities to produce Public Disclosure Copy disease free varieties of seeds, and completing a majority of activities agreed during the previous mission. Although the Bank team commends the progress achieved so far, it believes that there are still some loose ends that need to be tied up and reconciled, before we move further into implementation. For instance, the team now needs to have an agreement and clarity in terms of the percentage of beneficiary contribution, whether it is in cash or kind, for each type of activity financed through the project. Also, in terms of selecting the sub projects for community grants, the team should have clarity on the type of eligible activities that can be financed under the project grant. There is also a notable delay in booking expenditures from the projects designated accounts, which indicates a clear need for better planning and monitoring of the activities.
