The international expert (hired under this project) is working closely with OHEC’s subcommittee (called subcommittee on “EdPEx fast-track”) and is continuing to train universities in the use of the management tool “Malcolm Baldrige Quality Page 1 of 4 The World Bank Report No: ISR12053 Framework (also known as the “Education Criteria for Performance Excellence”, EdPEx). In terms of activities which have been carried out during 2013, OHEC has organized the training in three phases with each phase consisting of a cohort of 7 universities/faculties/ institutions (each participating with 7 participants). The first cohort of universities/faculties received training during a workshop in December 2012 and has been interacting with the Public Disclosure Copy international consultant via videoconferences and a subsequent visit in July 2013. As part of the initial training, each university/faculty prepared a first version of a self-assessment report (SARI). This initial training was, then, followed up by more practical, hands-on training. In particular, the participants applied their taught skills by doing “mock site visits” to each other’s universities. These site visits took place in June 2013. During these site visits, participants work as an “assessment team” and interview instructors, staffs, including top management and operational personnel. Their task is to make an assessment of the effectiveness of the institution’s management system, and summarize their findings in an assessment report which is then sent to OHEC (and then to the visited university/faculty). Thereafter, the visited institution is expected to take on board recommend and prepare a revised SAR. In June and July 2013, OHEC’s subcommittee and the international consultant started work on the second cohort of universities by delivering training in how to do self-assessment reports (using the EdPEx tool). The training starts by having OHEC’s subcommittee delivering a three-day preparatory course to enabled universities to complete a pre-work assignment prior to the workshop led by the international consultant. Similar to the cohort 1 universities, cohort 2 universities prepared a SAR and did mock site visits (of each other’s universities) during the month of November 2013. Finally, OHEC started work with a third cohort of universities in September 2013. For the remainder of the project’s life time (which ends in January 2015) a total of 5 workshops for each Cohort will be held with the goal of having 50 assessors (in this new approach) trained. Ultimately, OHEC is expecting that about 3-4 institutions/faculties for each cohort that will be able to achieve the Thailand Quality Award. In July and December 2014, the International consultant, will visit Bangkok to meet with Cohort Universities and follow up the process. In July 2014, Cohort 2 Universities will participate the mock site visit and provide feedback report to OHEC also meet with International consultant, during his visit to Thailand. In addition, Cohort 3 Universities will participate in the SRI workshop by International consultant, in July 2014. For Cohort 4 Universities is now in the selection process.
