More specifically, delays in Component 2 were also attributed to the decision to Page 1 of 8 The World Bank Report No: ISR10723 build a sleeper factory in Egypt, which was necessary to meet the technical standards of the contract and will prove to be a good resource in the medium and long-term. This, however, may result in a potential delay of 10 months that needs to be addressed and mitigated by ENR. With regards to Component 3 (Modernization of Management and Operating Practices), the Bank mission was pleased to note the progress made in carrying out the ENR transformation plan. However, the operational performance of ENR remains of concern as it has deteriorated especially in the third quarter of FY13.
