In particular, notable progress has been achieved with regard to: (i) the integration of the courses offered by the college of education with the Practicum courses of the pre- service teacher program (PRESET); (ii) the development of new modules and training plans for the in-service teacher program (INSET); and (iii) the preparatory work that is currently being carried out by the Assessment and Quality Assurance Commission to develop assessment and accreditation tools. Some challenges, however, deserve close attention, such as: (i) the lower-than-expected participation of unqualified teachers in the in-service training programs, and (ii) the low motivation of teacher mentors for the pre-service programs. The reasons behind these challenges were identified during the implementation October 2016 mission, and some recommendations were made to address them, in particular to: (i) review more carefully the list of teachers selected to participate in in-service training; and (ii) explore options to recognize the role of teacher mentors who play a key role in the success of the pre-service teaching program.
