The recruiting process for the national PS is well underway, but a complaint filed by a selected candidate whose offer was rescinded due to allegations of fraudulent paperwork must be resolved before the process can move forward. The World Bank has provided its No Objection for the TOR for Senior Project Accountant and Project Accountant. Since these positions comprise key functions of the Project Support Team, the Government is encouraged to complete the recruitment process as soon as possible. Other key procurement processes crucial for on-time project implementation will need to be expedited, in particular the hiring of a management firm for school construction. No civil works may be initiated for Early Childhood Development centers until the Grant Agreement has been revised to indicate that ECD center construction, as opposed to "minor rehabilitation and renovation", is included under the project. During the Rapid Results Approach workshop in February 2011, it became apparent that the technical teams for each sub-component was insufficiently aware of the details of project Public Disclosure Copy design and had limited familiarity with the project implementation or procurement manuals. The RRA workshop is a good starting point for building the staff capacity to "own" and therefore better implement the project, but will not be sufficient. Additionally, lack of connectivity and a dysfunctional communication system within the MOE makes follow-up difficult. The task team therefore will need to conduct intensive project supervision, at least for the first 12 months of implementation. A Monrovia-based STC started in January 2011, but the project is expected to require more consistent in-country supervision and monitoring. During the Rapid Results Workshop, Annual Work Plans were developed for each sub-component. The Government needs to cost the work plans and update the procurement plan accordingly.
