Gross coverage rates at the pre-school, lower secondary, and upper secondary levels in targeted territorial entities have increased at a steady pace. According to October 2013 data, gross coverage rates have reached 94.5% in kindergarten (baseline 79.9%), 94.8% in lower secondary (baseline 77.5%) and 56.8% in upper secondary (baseline 43.1%). The Project’s focus on introducing “flexible Page 1 of 5 The World Bank Report No: ISR11949 learning models� (such as the use of technology for distance learning or tutoring programs accompanied by self-teaching guides) in rural areas. Primary school completion rates rose from 68% in school year 2008/09 to 95% in school year 2011/12. Even larger gains were observed in lower secondary school completion rates – rising to 72% from 35% - and in upper secondary, where completion rates increased from under a fifth of students at the baseline (19%) to 54% as of school year 2011/12.
