Results Area 1 – Improved Human Resource Capacity and Performance: Progress in this results area continues to be satisfactory. Progress in this outcome area continues to be satisfactory. The modernization of the Integrated Human Resource Management System (Système Intégré de Gestion Administrative et Salariale du Personnel de l'Etat – SIGASPE) was carried out and the system continued to be regularly upgraded. An IT experts Working Group has been put in place to respond to emerging needs, including updating and resolving new issues identified in the operation of SIGASPE. Maintaining the efficiency and effectiveness of SIGASPE depends on the following actions: availability of offices for IT technicians; continuous capacity building of active staff; retention of trained computer scientists working on the HR system; and provision of essential equipment, including a reliable internet connection. Civil servants with up-to-date careers in SIGASPE continue to exceed program objectives. All public servants in the participating ministries now have their personal employee files available online. In 2018, the government launched the description of public service positions covering not only the three pilot ministries but also 11 other ministries. The exercise has been extended to another 12 ministries in 2019. Results Area 2: Strengthened Institutional Capacity for Policy Planning, Implementation and Monitoring and Evaluation: Progress in this area remains satisfactory. Since the program's inception, beneficiary institutions have made progress in institutional capacity-building by achieving the targets of seven (7) intermediate outcome indicators out of 11, aimed at strengthening institutional capacity. The monitoring of teaching time by education authorities has continued to improve. About 59% of public primary schools received at least two inspection visits by the district leader in the pilot regions in 2018. This performance was 19% in 2017 (against a target of 60%). In addition, 40% of the teachers recruited in 2017 were women, although the goal was 50%. The National Council for the Modernization of Public Administration (CNMA) continues to hold regular sessions. The sessions provide an open platform for transparent discussions on the implementation of the PSDMA. In 2018, nearly 55% of the PSDMA and its action plan were implemented, compared to 35% in 2017. The regular financial audit of the program continued. About 61% of the recommendations of the previous audit report were implemented in 2018, up from 35% in 2017. The government's implementation of the Open Government Action Plan adopted in 2017 is progressing significantly. A multi- member program steering committee assessed that progress on eight (8) of the thirteen (13) actions of the OGP plan were satisfactory. Capacity building support continues to be provided to the Ombudsman, the Prime Minister’s Office, ASCE-LC, the Court of Auditors and the Permanent Secretariat for Modernization of Administration and Good Governance. Capacity building has contributed to the effective implementation of the program.
