Each of the three state Page 1 of 5 The World Bank Report No: ISR15134 projects contributes significantly to the targets and the entire set of state projects are designed to achieve the overall goals of the Project. In July 2013, project closing dates were extended until July 2014. The closing dates are as follows: July 16, 2014 for TF093842 and July 30, 2014 for TF093827 and TF093831. Public Disclosure Copy All three state projects are under implementation. This project is designed to test methodologies for removing barriers and improving the access to state and federal policies, programs and projects by these extremely poor and vulnerable ethnic communities , hence, it is directly contributory to the goal of eradicating extreme poverty in Brazil. The design of the project focuses on strengthening quilombola organizations, improving their access to information, and providing specialized technical assistance for community sustainable development planning. The JSDF grants in each state are managed by the rural development units (linked to World Bank loans) and although the grants are small, totaling together US$1.9 m., the projects have already exceeded their original targets both for some results and at least one impact indicator. Project result indicators refer to increase in the share of quilombola communities in each state with: (i) strengthened community organizations; (ii) increased awareness; (iii) increased capacity: and (iv) increased participation in decision-making/representative arenas (such as municipal and state councils). These indicators will be measured in comparison to the following Project target area: 300 quilombola communities in Bahia, 100 quilombola communities in Pernambuco, and 24 quilombola communities in Ceará, which had been acknowledged as Quilombola communities by the Government of Brazil - the Brazilian legislation requires that communities that self-identify themselves as quilombolas are recognized as such by the Government of Brazil - at the time of project preparation (baseline). With regards to the first indicator, the Project has surpassed the target (an increase of 35% in the number of quilombola associations created, strengthened and functional) in the states of Ceará and Pernambuco; in Bahia, the last information provided suggests that an increase of 28 percent has been reached, but the Progress Reports provided by the state show some inconsistencies. Increased awareness will be measured by the number of quilombola communities that have developed community diagnostics and participatory plans of sustainable development. The target of an increase equal to 35 percent has already been achieved by the State of Pernambuco. Increased capacity will be measured by the number of community demand-driven proposals for sustainable development successfully submitted to external funding. The target of an increase equal to 30 percent has been achieved at the State of Ceará. In Bahia, the rate of increase with regards to the baseline currently equals 17 percent and, in Pernambuco, it reaches 20 percent. The number of community demand-driven proposals prepared with the technical assistance provided by the project and submitted to state agencies largely surpassed the target. Finally, increased participation will be measured by the number of representative quilombola associations participating in decision-making/representative councils and other arenas at local and state levels. This indicator has not been measured yet. What is most remarkable about these three JSDF projects are the larger effects they are having on quilombola issues in Ceará, Pernambuco and Bahia, where they have contributed significantly to: raising the visibility of quilombola issues; forging partnerships among communities, state quilombola movements, and multiple government agencies; and leveraging additional resources. Some examples include the following: (i) in Bahia, the JSDF project has contributed to the creation of five Regional Quilombola Councils and a State Quilombola Council, and the insertion of quilombola issues into state policies, programs and projects, such as Projeto Produzir and Projeto Gente de Valor, addressing the critical issue of productive inclusion; (ii) in Ceará, the JSDF project has worked closely with the Quilombola Movement in the state; contributed to state-wide quilombola conferences and the creation of the Instituto dos Quilombolas Rurais do Ceará (IQUIRCE); and lead to the creation of a State Program (Projeto Zumbi), which has allocated 1 million Brazilian reais to support productive inclusion activities in 16 Quilombola communities (benefiting 220 families); and, (iii) in Pernambuco, the JSDF project has set the stage for the issuance by the Governor of Public Disclosure Copy Pernambuco of State Decree 38960/2012, ruling the State Policy for Land Regularization and Sustainable Development of Quilombola Communities.
