The MTR included site visits to Mtwara, Mbeya, Mwanza, Arusha, Dodoma. A workshop was held in Dodoma from May 27 to May 30, where the progress, lessons learned, future plans for TSCP were assessed. Overall implementation progress is satisfactory. Performance and results vary by city, yet implementation is generally on-track, with the first batch of investments newly completed and already making an impact. In a number of LGAs such as Arusha and Dodoma, the gravel road network in the city centers have been transformed to a paved standard, with Page 1 of 5 The World Bank Report No: ISR11291 drainage, lighting, and pedestrian amenities; contributing to improved mobility, safety, with an expected reduction in flood events. The cities made good progress since the last mission developing revenue enhancement and GIS-systems – some are expected to be operational in September 2013. There are no new and significant implementation risks. At mid term, upon request from PMO-RALG and Illemel MC, the Bank team agreed in principle that Ilemela should officially become a participating city in the project.
