By June 2013, USD 13.7 million (13.7% of the Loan) has been disbursed. An additional USD 5.5 million is planned to be disbursed by June 30, 2013 to pay for committed contracts. Hence by the end of FY13 it is expected that about USD 19.2 million (19.2% of the loan) will have been disbursed The implementation of 7 subprojects selected under the 1st call for the Large Window (LW) is generally on track. The Bank team recommended that special attention should be paid Page 1 of 7 The World Bank Report No: ISR11141 to the quality of thesite management plans and co-financing, as they are key issues for successful sub-projects implementation. The Bank team also reviewed draft designs for the LW sub-projects in Novgorod, Pskov and Leningrad oblasts and provided some technical comments that will be taken into account in the revised design documentation. The revised designs will be shared with the Bank by the end of July 2013. The Bank team also acknowledged a good progress in the preparation of 7 full proposals under the 2nd of the Large Window sub-projects (two in each Leningrad and Pskov Oblasts, and three in Novgorod Oblast).A shortlist for selection of the design companies for these sub-projects should be sent Public Disclosure Copy to the Bank for no-objection by the end of June 2013. The progress under the Small Window (SW) is exceeding expectations, and a high demand is demonstrated by the cultural institutions of all four participating oblasts. Currently 16 sub-projects approved under the 1st SW call for total US$ 6.5 million are under implementation. The estimated finalization of all the contracts under the SW 1st call is expected by May 2014. The 2nd call for applications under the SW took place in November 2012, and 25 applications have been submitted with a larger number of applications from the regions’ peripheries than previously witnessed. Project Implementation Unit at the St. Petersburg Foundation for Investment Projects (FISP) recruited additional procurement staff to be able to efficiently face the increased volume of procurement related work. Selection for the final proposals under the SW 2nd call will be completed by the Inter-Ministerial Committee (IMC) by the end of October 2013. The contract for long-term training programs was awarded to the International Management Institute of Saint-Petersburg (IMISP) in February 2013. The contract provides that long- term training program will take place through the implementation of 2 cycles. The Investment Management and the Museum Collections Management training courses started in March 2013 in Novgorod and St. Petersburg respectively. The first half of the first cycle shall be completed by mid-July 2013 and it was agreed that IMISP would share its results’ assessment with FISP and the Bank by the end of August 2013 to be able to improve the contents of the training modules if necessary. Specific capacity building areas have been identified for the short term training, including: (a) the development of indicators for monitoring progress and assessing the impact of investments in the SW from both quantitative and qualitative perspectives, and (b) encouraging more creative sub-project concepts to support the development of the sector. The Bank team met with the Leningrad Oblast Authorities, staff of the Leningrad Oblast Museum Agency, and the SUART design team to discuss the proposed design of the Multifunctional Museum Facility. The designers presented the documentation completed to the level of the “Project� stage and gave detailed explanation on the volumetric decisions, organization and functions of the building. The design documentation was prepared in accordance to the industry standards and was of very high professional level supported with illustrative materials of high quality. Overall, the progress on the design is satisfactory. The Bank team also discussed with the Leningrad Oblast Museum Agency the MMF staffing and activities. The Museum Agency would provide the Bank with the Terms of Reference for the proposed MMF staff as well as the MMF educational plan by mid-July, 2013 to allow the Bank to make further informed comments on the planning of spaces dedicated to the MMF administrative and educational functions by July 31, 2013.. The consultant for the Development and Testing of Museum Security Practices (Sub-Component 2b) presented the methodology used to identify 16 possible pilots under the sub- component (4 in each region). A new set of criteria from those presented in the TOR were used to classify the museums based on the tenancy of the institution to the surrounding real estate or to the territory. The Bank experts feel that installing security systems has to be justified by and concomitant to the value of the collections housed in a given museum. The regions will provide clarifications on the value of the proposed pilots’ selection and the consultant will revise the proposed list of pilots by factoring in the nature and value of the collections of the selected pilots.
