88220 South Sudan Eastern Africa Regional Transport, Trade and Development Facilitation Project - First Phase of Program Chair’s Summary* May 20, 2014 Executive Directors approved a credit in the amount of SDR52.2 million (US$80 million equivalent) to the Republic of South Sudan for the South Sudan - Eastern Africa Regional Transport, Trade and Development Facilitation Project - First Phase of Program (IDA/R2014-0131) on the terms and conditions set out in the President’s Memorandum. The minutes will record that Ms. Aviel, Ms. Hoven, and Mr. Smith wished to be recorded as abstaining. Directors acknowledged the ongoing conflict and humanitarian crisis in South Sudan, and the overall challenges of government preparedness to implement this operation. They underscored the need to carefully monitor development risks to the project, and to consider applying the range of remedies at Management’s disposal – should the security situation deteriorate. Directors generally supported the development objectives of this operation that would help to improve regional trade and deepen regional integration; strengthen institutional capacity including in customs services and border management; boost agricultural development and support the growth of key industries; and strengthen governance in the transport sector, among others. ___________________________________  This summary is not an approved record.
