The project was officially launched in February. Since then, and despite the fiduciary issues facing the project (especially procurement), several important sub-components are underway with contracts signed. In the mining sector, these include the small grants program and activities on gender (component 4). In the forest sector, technical assistance to forest communities in 12/10/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Natural Resources Governance Project in CAR (P161973) South-West CAR has been launched (component 3). The support (22 months) first includes a diagnostic phase followed by, in each community, the establishment of a Local Development Committee and a Local Development Plan. The process will be led by local NGOs which will be selected and trained accordingly. Operational support to the decentralized services of the Ministry of Waters, Forests, Hunting and Fishing (MWFHF) (component 1) is in full deployment with transport (motorcycles) and communication means (VSAT) already allocated to the two MWFHF Regional Directorates. The project’s Grievance Redress Mechanism (GRM) was established in June 2019 and is posted online at https://www.mepc.cf/mecanisme-de- gestion-des-plaintes-du-pgrn/. Grievances can be submitted by email at pgrn_plainte@yahoo.com and phone at 72 59 67 13. The GRM will be operationalized and adapted as activities are being implemented in the field. It will also be revised to better considered Gender-Based Violence aspects. Additional Financing (AF) is being prepared to scale-up support and give greater attention to biodiversity conservation issues and sustainable forest management. The AF is a US$ 7.61 million grant from the Global Environment Facility (GEF) approved in June 2019 in the context of CAR’s participation in the GEF Congo Basin Sustainable Landscapes Program (CBSL). The Concept Note was approved by the Bank in September 2019 and Board approval is planned for April 2020.
