Amendment No. 1 to the Administration Agreement between the Austrian Federal Ministry of Finance
and the International Bank for Reconstruction and Development and the International Development
Association regarding the Multi-Donor Trust Fund for Strengthening Accountability and the
Fiduciary Environment in South East Europe and Central Asia (TF072737 parallel to TFO71422)
Dear Mr. Waiglein:
1.    Reference is made to the Administration Agreement, dated December 12, 2016, between the
Austrian Federal Ministry of Finance (the "Donor") and the International Bank for Reconstruction and
Development and the International Development Association (collectively, the "Bank") regarding the
Multi-Donor Trust Fund for Strengthening Accountability and the Fiduciary Environment in South East
Europe and Central Asia (TF072737 parallel to TFO71422) (the "Administration Agreement").
2.     The Donor and the Bank agree to amend the Administration Agreement as follows:
(a)    Paragraph 1 of the Administration Agreement will be deleted and replaced with the following:
"1.    We are pleased to acknowledge on behalf of the International Bank for Reconstruction and
Development ("IBRD") and the International Development Association ("IDA") (collectively, the
"Bank") that the Austrian Federal Ministry of Finance (the "Donor") shall make available as a grant
the sum of: (a) two million EURO (EUR 2,000,000) (initial contribution); and (b) one million two
hundred thousand EURO (EUR 1,200,000) (additional contribution) (both initial and additional
contribution is collectively called the "Contribution") for the Multi-Donor Trust Fund for
Strengthening Accountability and the Fiduciary Environment in South East Europe and Central
Asia (the "Trust Fund") in accordance with the terms of this Administration Agreement
("Agreement"). Other donors are also expected to contribute to the Trust Fund on the terms and
conditions specified in the Annexes to this Agreement."
(b)    Paragraph 3 of the Administration Agreement is amended to read as follows:
"3.    The Donor will deposit the Contribution in accordance with the following schedule and in
the currency specified in Section 1 above ("Contribution Currency") into such bank account
designated by the Bank (each amount deposited hereinafter referred to as an "Installment") upon
submission of a payment request by the Bank in accordance with the following schedule:
(i) EUR 2,000,000 by December 31, 2016 (initial contribution) (already received)
(ii) EUR 1,200,000 by December 31, 2018 (additional contribution)."


(c)    Paragraph 7.1 of Annex 2 shall be deleted and replaced with the following:
"7.1  It is expected that the Contributions will be fully disbursed by the Bank by June 30, 2022.
The Bank shall only disburse Contributions for the purposes of this Agreement after such date with
the written approval of the Donors."
3.     All other terms of the Administration Agreement shall remain the same.
4.     Please confirm your agreement with the foregoing, on behalf of the Donor, by signing, dating, and
returning to us the enclosed copy of this Amendment Letter. Upon receipt by the Bank of the copy of this
Amendment Letter countersigned by you, this Amendment Letter will become effective as of the date of
the countersignature. This Amendment Letter is executed in two originals in English.
