This will be done by: (i) providing additional funding at school, district and provincial levels, as well as strengthening overall capacity to manage these resources to achieve minimum education quality standards and (ii) enhancing the teaching and learning environment in schools through improved teaching practices, instructional resources and analytical products to support early grade literacy. With strong progress having been made toward establishing a coaching mechanism for continuous support to schools by the District Education and Sports Bureaus (DESB), the capacity dimension of the PDO is on track for accomplishment. The increased availability of funds for non-wage school expenditure from block grants and the pending disbursement of the second tranche of complementary GPEII school block grants in March 2019 reinforces the accomplishment of the PDO’s resource availability dimension. The first annual payment (2017-2018) of GPE II complementary school block grants of US$3.23 million has been disbursed to 5,760 3/27/2019 Page 1 of 8 The World Bank Implementation Status & Results Report Second Global Partnership for Education (P149130) primary schools (100%) and to 1,552 kindergartens (98%) in the 88 priority districts. The swift launch of the reading readiness program development, with material development workshops already underway have significantly improved the likelihood for achieving the education quality aspect of the PDO. This work will help 5-year-old children in 127 communities in Northern Laos to enter primary schools with better reading skills.
