The objectives of this mission were focused on operational and administrative aspects of project implementation, including pending revisions of the Operational Manual and the identification of mechanisms to enable the financial execution of the IBRD loan and GEF grant resources. The mission carried out a field visit to Puebla. Despite the previous delays, the project is now advancing satisfactorily in terms of physical progress, with financial performance showing considerable improvement, largely due to the commitment of FIRCO and SAGARPA to the objectives of the project. An impressive number of innovative sub-projects are currently in different stages of implementation throughout the country. This is complemented by the activities being financed under the GEF, which are now underway, mainly linked to the assistance provided by an Administrative Agency hired to help in the recruitment of technical assistance and training activities.
